
The San Bernardino County Behavioral Health Department is inviting residents, youth, families, educators, community partners and other stakeholders to review and provide feedback on the draft Teen 311 App Pilot Project Plan during a 30-day public posting period beginning Sept. 28.
The proposed Teen 311 App Pilot Project is designed to improve access and linkage to behavioral health resources for youth ages 12–18 by providing a convenient mobile platform that can be accessed through QR codes. The app is intended to connect young people with local behavioral health resources, crisis support, community services, educational materials and other supports.
The draft plan outlines a proposed three-year Behavioral Health Services Act (BHSA) pilot project spanning fiscal years 2026-27 through 2028-29. It includes plans for phased implementation across multiple areas of San Bernardino County, school-based outreach, community resource fairs, evaluation and continued community engagement.
The project’s learning goals include evaluating whether the app increases youth awareness and access to county and community resources, understanding how demographics affect engagement and service utilization, assessing the app’s usability and accessibility, and examining changes in understanding and acceptance of mental health challenges.
Behavioral Health encourages community members to review the draft plan and share their input during the public posting period. Feedback received will help inform the project as it moves through the planning and review process.

Community participation is an important component of the proposed project. The draft plan includes continued opportunities for stakeholder engagement through community meetings, the Behavioral Health Commission, District Advisory Committees and other community planning forums.
