The CEC (Certified Enrollment Counselor) is an individual that works for, or volunteers with, a CEE. The Certified Enrollment Counselor program is designed to provide one-on-one assistance to educate consumers about Covered California health plans, Medi-Cal, and provide guidance through the enrollment process.

Certified Enrollment Counselors provides the following:
Maintain expertise in eligibility, enrollment, and program specifications
Provide information and services in a fair, accurate and impartial manner.
Such information and services shall include assistance with other insurance affordability programs such as Medi-Cal
Facilitate selection of a Covered California Health Plan
Comply with the privacy and security standards established by Covered California
CECs will receive $75.00 per paid and recorded/completed enrollment of a Qualified Health Plan.
Must Have Access to Internet and Laptop for Telecommuting
Informing Covered California eligible consumers of the availability and benefits of obtaining health care coverage
Promoting the value of purchasing health care coverage and motivating consumers to act
Helping consumers shop for and compare plans;
Providing outreach and education about Covered California and its options
Helping consumers enroll in Covered California Health Plans;
Providing post-enrollment and renewal support;
Providing information in a manner that is culturally and linguistically appropriate to the needs of the population being served.
